Can you cut and rejoin an Ethernet cable?
Yes, it is safe. The only possibility of personal injury is a finger cut from the snipers. As Jim Grupé has already said, it’s possible that cutting the cable could damage the router or PC Ethernet adapter, but this is highly unlikely.
Can you splice a cut Internet cable?
If you don’t have a pair of wire strippers, scissors or a knife can work, just be very careful not to cut the metal wires. There are different types of “internet” cables. If it’s ethernet, you can strip the cables (remove a small amount of the plastic shielding) and splice them (twist the metal parts together).
Can an Ethernet cable shock you?
Ethernet cables won’t shock you because they’re not carrying a serious amount of electricity. In PoE (Power over Ethernet) systems, the device providing the power will be supplying at most 48 volts, less than a static shock. You would need to go quite a bit above 48 volts in order to harm a regular-sized human being.

No handshake, no power. That’s quite different than an standard AC power receptable that is constantly supplying power, regardless of whether you’ve got a device plugged in. In a nutshell, the answer is YES. PoE is safe.
